In the centre of the forecourt within a pool a bronze statue of Hugh Lupus, Earl of Chester, is depicted on horseback holding a falcon. It was designed and made by G. F. Watts between 1870 and 1879.
The clock tower was designed by Alfred Waterhouse in 1869 in the Victorian Gothic style and reaches 183 foot high.
